SF-50 RIF Analysis Tool

A RIF is when a federal agency must eliminate positions due to reorganization, lack of work, shortage of funds, or other reasons. It's the federal government's version of layoffs.

During a RIF, employees are ranked and those with the lowest rankings may be separated, demoted, or furloughed.

Employees are ranked by four factors in this order:

1. Tenure Group: Career (Group I), Career-conditional (Group II), or Temporary (Group III)
2. Veterans Preference: Subgroup AD (30%+ disabled), A (other preference), or B (no preference)
3. Length of Service: Total creditable federal service
4. Performance Ratings: Most recent performance appraisals

The Dual Compensation Act of 1964 restricts RIF veterans preference for military retirees with 20+ years of service.

Exceptions include:

• Combat-related retirement (regardless of years served)
• Medical retirement with less than 20 years of service
• Continuous federal employment since November 30, 1964

Important: Many SF-50s incorrectly show veterans preference for 20+ year retirees. Verify with your HR office.

If you believe your SF-50 contains errors:

1. Contact your HR office immediately
2. Provide documentation of your military service
3. Request correction before any RIF procedures begin
4. Keep copies of all correspondence

Note: Corrections are easier to make before a RIF is announced.
